3.84

答曰：「佛身臨化，說法以逗機，不請尚自普弘，何論別指而不等備。但以文略故無，兼為之心必有也。」

Answer: "When the Buddha's body approaches to teach, he expounds the Dharma to accord with capacity. Even without being requested, he still universally propagates it; how much less when individually addressing someone would he fail to provide for all equally? It is merely omitted because the text is abbreviated; the intention to include them is certainly present."
