From “and Śakra Devānām Indra” downward is the miscellaneous assembly. In full, it is Śakra Devānām Indra, translated here as “Lord Able of Devas,” because he is able to act as master for the devas. The word “and so forth” includes Brahma kings and world protectors; these are all chief deva lords. “Immeasurable devas” refers to the rest of the celestial multitude. “The great assembly” completely encompasses humans, asuras, and the like. At the end of the sūtra, the conclusion of benefits states: “All the worlds of devas, humans, asuras, and others heard what the Buddha preached.” Thus we know they were present in the assembly. The new translation lists them comprehensively here.
