案僧宗曰：不應斷命者，事在通法也。又一解：不須起斷命之意，必是大士審見機緣，此所不論也。智秀曰：開與持杖者俱行，以通法故也。

Sengzong comments: 'Should not take life' pertains to the matter of promulgating the Dharma. Another interpretation: there is no need to give rise to the intention to take life; if it is definitely a great being who clearly sees capacities and conditions, this is not discussed here. Zhixiu says: Permitting traveling together with those bearing weapons is for the sake of promulgating the Dharma.
