依義不依語者（至）是名依義不依語也。

"Relying on the meaning and not relying on the words: [the meaning is awakening and complete understanding, not emaciated or weak, fully satisfied, permanently abiding and unchanging. That is the permanence of the Dharma, and that is called the permanence of the Saṃgha.] This is called relying on the meaning and not relying on the words."
