16.18

案僧亮曰：答意以所為之人異也。小乘以潔己自度、大乘以濟物為懷，不得同日而言也。僧宗曰：制小如昔，勸大如今也。通塞有時，遮開無定也。

Sengliang comments: The intent of the answer is based on the difference between the persons for whom it was intended. The Hīnayāna takes purifying oneself and saving oneself as its basis; the Mahāyāna cherishes the salvation of living beings. They cannot be spoken of on the same day. Sengzong says: Regulating the small was as in the past; encouraging the great is as in the present. Opening and closing have their proper times; prohibiting and allowing are not fixed.
