16.20

案僧亮曰：弘法之人，雖外有所犯，內無所破也。僧宗曰：更舉惡世應須流通，謂或宜默然、或宜同事、或宜糺治，於菩薩道不名犯戒也。寶亮曰：四人出世，動必觀機，是時則行也。要先同其事，然後乃反，故云自所行處及佛行處皆善分別也。

Sengliang comments: For a person who propagates the Dharma, although externally they have offenses, internally there is no breaking. Sengzong says: Further raising the need for propagation in an evil age means that either remaining silent is appropriate, or working together is appropriate, or investigating and punishing is appropriate; in the bodhisattva path, this is not called violating precepts. Baoliang says: When the four persons appear in the world, in their actions they must observe the capacities of beings, and act at the proper time. They must first participate in their activities, and only afterward turn them around; hence it says that both where they go themselves and where the Buddhas go are properly discerned.
