16.26

案道生曰：肆情為惡，害智慧命，為旃陀羅也。僧宗曰：譬破戒比丘，內多俗術、外豐世財，而同惡相求，攝居僧事，非道而處，為篡奪也。

Daosheng comments: Giving free rein to desires to do evil and harming the life of wisdom is what makes one a caṇḍāla. Sengzong says: This is an analogy for a precept-breaking monk who internally has many secular arts and externally has abundant worldly wealth; gathering fellow evildoers, he takes charge of Saṃgha affairs, dwelling in what is not the Path; this is usurpation.
