案僧亮曰：知諸比丘。不可力制，欲以律治。僧若有罪者，以七滅諍法唱令僧知也。
Sengliang comments: Knowing that the monks could not be subdued by force, he wished to govern them by the Vinaya. If there were transgressors among the Saṅgha, he proclaimed the decree using the seven methods for settling disputes (adhikaraṇa-śamatha) to inform the Saṅgha.
