16.38

案僧亮曰：既知眾所不伏，今欲令眾僧和合羯磨為知事也。共知僧事，譬半國也。

Sengliang comments: Having realized that the assembly would not submit, he now wished to make the monastic assembly perform a harmonious legal act (karmavācanā) to appoint an administrator. Sharing in the administration of monastic affairs is compared to [sharing] half the realm.
