16.42

案僧亮曰：謂若立我為知事之主者，當別結界各自布薩，於彼無妨。若不爾者，遣非法之人同汝僧事，使汝不得半月說戒也。

Sengliang comments: This means that if they would establish him as the administrator, they could establish a separate boundary (sīmā) and perform the upoṣadha independently, which would cause them no hindrance. If they would not, he would send lawless persons to join in their monastic affairs, so that they could not recite the precepts every half-month.
