案法瑤曰：此經正明佛是常住，常住猶三慧而成，今以此三苞一切行盡，故言無量功德之所成也。
Fayao states: This sūtra specifically clarifies that the Buddha is permanently abiding. Permanence is formed through the three wisdoms; now, because these three encompass all practices completely, it is said to be 'formed of immeasurable merits'.
