22.44

案僧亮曰：謂此二人既有業障，應障發心，云何得發耶？僧宗曰：二難既通，今廣明經力發心之由。

Sengliang notes: This means that since these two kinds of persons have karmic hindrances, their [generating] of the resolve should be obstructed; how then can they generate it? Sengzong says: Now that the two difficulties have been resolved, it is broadly explained why the power of the sūtra enables the generating of the resolve.
