23.10

案僧亮曰：重罪既重障發心，故不肯服也。法瑤曰：前明二乘人，滅八倒生八解；此明凡夫及犯重者不信。

Sengliang notes: Since heavy transgressions heavily obstruct the generating of the resolve, they are unwilling to take them. Fayao says: Previously it clarified persons of the two vehicles extinguishing the eight inversions and generating the eight liberations; here it clarifies ordinary persons and those who commit heavy offenses lacking faith.
