23.40

案寶亮曰：第二意，度生死所以速者，經之力也。法瑤曰：眾生雖有五戒十善，欲度大海，若住此善則不離生死，聞此經則超越也。僧宗曰：諸行為船，涅槃為風，脩行萬行，必須圓解常教。

Baoliang comments: The second meaning: that deliverance from saṃsāra is swift is due to the power of the sūtra. Fayao comments: Even though sentient beings have the five precepts and ten virtuous deeds and wish to cross the great sea, if they abide in this goodness they do not depart from saṃsāra; hearing this sūtra, they transcend it. Sengzong comments: The various practices are the ship, and nirvāṇa is the wind; cultivating the myriad practices must be accompanied by the complete understanding of the teaching of permanence.
