25.6

案僧亮曰：闡提者，無信等善根，名為闡提。殺之則無從地之罪，施之亦無從地之福，故除之也。

Sengliang states: An icchantika is one who lacks faith and other kuśalamūla; hence called an icchantika. Killing them has no sin of descending into [hells on] the ground, and giving to them likewise has no blessing of ascending the ground; therefore they are excluded.
