案僧亮曰：七善未即為梵行也。就七善中，前五自行、後二外化，能具七善故能具四無量成外化也。

Sengliang comments: The seven wholesome [qualities] are not yet themselves pure practices. Within the seven wholesome [qualities], the first five are self-practice, and the latter two are external transformation; being able to possess the seven wholesome [qualities], one can possess the four immeasurables and accomplish external transformation.
