案僧亮曰：將明殺婆羅門，無從地得罪義也。先舉外道所言，有殺無罪，此說非也。

Sengliang comments: He is about to clarify that in killing brāhmaṇas, there is no sense of incurring guilt on account of the field. First he cites what the non-Buddhists say—that there is killing without incurring guilt—and that this assertion is erroneous.
