案僧亮曰：有惡未盡，智與心諍；智勝心，故為上也。語可壞者，有諍則可壞。
Sengliang comments: When evils are not yet exhausted, wisdom contends with the mind. Wisdom overcomes the mind, hence he is 'unsurpassed'. As for 'speech that can be broken', wherever there is contention, it can be broken.
