Sengliang comments: Saṃsāra is impermanent and designated 'all'; the Three Jewels are permanent, and therefore are not designated 'all.' Sengzong comments: Fourth, although it was clarified above that it will exist, it was not yet known what constitutes its essence. Now its essence is revealed: it lies beyond saṃsāra. Since the principle is deep and profound, if one wishes to see it, unless one breaks through the three levels of the obstruction of delusion, there is no way to behold it. The three delusions are the delusion of seeing the truths, the delusion of cultivation, and the ground of ignorance (avidyāvāsabhūmi).
