56.60

案僧亮曰：初白之時，戒自未有。羯磨竟後，戒乃成就。是則應了未有為有，非了已有令增長也。

Sengliang comments: At the time of the first proclamation (jñapti), the precepts do not yet exist. Only after the karmavācanā is completed are the precepts accomplished. Thus it must illuminate what did not exist so that it comes to be, rather than illuminating what already existed to make it increase.
