案僧宗曰：從戒戒者，道共戒也。不具無作者，無漏戒，能息於作名無作也。

Sengzong states: 'Precepts conforming to precepts' refers to the precepts accompanying the path. 'Not complete in non-manifesting [precepts]' refers to the undefiled precepts, which can put an end to activity and are therefore called 'non-manifesting' (avijñapti).
