案僧亮曰：外國法，欲大論義，先白國主也。智秀曰：第三意，列外道來也。

Sengliang states: "By the custom of foreign lands, when wishing to hold a great debate, one first informs the sovereign of the state." Zhixiu states: "The third import lists the arrival of the non-Buddhists."
