Below, following on from the previous statement about giving alcohol and meat to those who abstain from alcohol and meat, from this point forward the text takes the occasion to proclaim the prohibition against eating meat. The text has nine distinct sections: first, formally proclaiming the meat prohibition occasioned by Kāśyapa's request; second, from 'Kāśyapa said to the Buddha: Why does the Tathāgata not permit eating [meat]?' explaining the intention behind prohibiting meat; third, from 'Kāśyapa said: Why did the Tathāgata previously permit eating [meat]?' harmonising and reconciling former statements; fourth, from 'Kāśyapa said: If the Tathāgata prohibits eating meat...' explaining the scope of the prohibition; fifth, from 'What the Tathāgata prohibits in each case has a different [intention]' explaining in general the intention of establishing prohibitions for all things; sixth, from 'From this day forward I prohibit the disciples...' explaining the faults of eating meat; seventh, from 'Countless years after my nirvāṇa...' identifying the people who eat meat; eighth, from 'Kāśyapa addressed [the Buddha: If] the bhikṣus depend on others for their livelihood...' clarifying the protocols of exception and prohibition; ninth, from 'If I extensively...' concluding the prohibition of meat in summary. This is also answering according to the inquiry within the approach of upholding precepts.
