第二說無不犯文中，先喻、次合，「何以」下釋。釋中初明二乘之人不知佛性，以是義故說無不犯。「如是境」下彰性唯是如來所知，釋顯二乘不知所以。「若人不」下明二乘人不聞祕藏故不知性，「何等」已下辯出祕藏，謂方等經。

In the text of the second [aspect], that preaching non-existence is not an infraction, there is first a simile and next an application; from "Why?" below, there is an explanation. In the explanation, it first clarifies that people of the two vehicles do not know the buddha-nature; by this meaning, preaching non-existence is not an infraction. From "Such a realm" below, it reveals that the nature is known only by the Tathāgata, explaining and demonstrating the reason why the two vehicles do not know it. From "If a person does not" below, it clarifies that people of the two vehicles do not hear the secret treasury and thus do not know the nature. From "What is" below, it identifies the secret treasury, which refers to the vaipulya sūtras.
