The next question and answer clarifies decline in contrast to flourishing, explaining reliance on [persons] to propagate and transform with respect to that time of decline. Kāśyapa first asks, his question having two clauses: first, adducing the time when the Dharma is extinguished; second, from "who will be able to" downward asking about the persons who propagate and protect it. In the prior [clause] adducing the extinction, according to the text below there are six: first, when the True Dharma is extinguished; second, when the correct precepts are destroyed; third, when what is non-Dharma is rampant; fourth, when breaking the precepts increases; fifth, when all noble persons are concealed and do not appear; sixth, when all kinds of impure things are kept. Here there are only five, the latter one being omitted. Among the six, the first four clarify the time in terms of the Dharma: "when the True Dharma is extinguished" refers to the time when the sūtra teachings are extinguished; "when the correct precepts are destroyed" refers to the time when the vinaya rules are destroyed; as for "non-Dharma," the text below calls it the time when what is non-Dharma is rampant, in contrast to the prior extinction of the Dharma; as for "increasing," the text below calls it increasing the breaking of precepts, in contrast to the prior destruction of precepts. The latter two clauses clarify the time in terms of persons: "sentient beings who do not act in accordance with the Dharma," which the text below calls the time when all noble persons are concealed and do not appear, explains the absence of good; "keeping impure things" explains the presence of evil.
