In the second section, the lines are divided into four: first, explaining that the ground "refers to conditioned actions," while "level" and "wilderness" are omitted and not discussed; second, from "these ordinary [beings]" onward, explaining ordinary beings; third, from "his wisdom" onward, explaining the meaning of "seeing"—the Buddha's wisdom correctly realizes that ordinary beings are in the ground of the conditioned generating all formations, hence it is called "seeing"; fourth, from "leaving existence" onward, explaining the meaning of permanence—leaving existence and abiding permanently is called the Tathāgata, and therefore the Tathāgata constantly sees ordinary beings. The four lines above combine into a single section, concluding the explanation of the latter half of the preceding verse.
