From here below, the third [section] refutes and dispels the mark of turning the unsurpassable [wheel] anew, within which there are three parts: first, dispelling 'turning anew'; second, dispelling 'unsurpassable'; third, a general concluding scolding. In the first section, how is 'anew' dispelled? If it were one single teaching expounded repeatedly, it could be called 'anew'; but what was taught in the past and what is taught now are entirely different, so how could one say 'anew'? Within this, the text has eight rounds distinguishing the differences: first, explaining the difference in words—'words' being equivalent to teaching—which are first raised, then listed, and then analyzed, as is readily understood; second, the difference according to inclinations: in the past it was for those seeking the small, while now it is for those seeking the great; third, the difference according to faculties: in the past it was for middling faculties, while now it is for superior faculties, since ordinary people of inferior faculties cannot bear to hear the truths and therefore [the Buddha] did not preach for them; fourth, the difference in the practice aroused; fifth, the difference in the benefit obtained; sixth, the difference in the requester; seventh, the difference in what is preached; eighth, the difference in distance: in the past the sound produced was heard up to the Brahmā heaven, whereas now the sound produced is heard across worlds [as numerous as] the sands of twenty Ganges rivers.
