「犯說非犯、非犯說犯」者，如八不淨，儉畜非犯、豐則成犯，如是一切。

"Speaking of an offense as non-offense, and non-offense as an offense": as in the case of the eight impure things, storing them during times of scarcity is not an offense, but during times of plenty it constitutes an offense; all cases are like this.
