Question: If knowing is entirely without guilt, why does the Buddha say that sentient beings have guilt? Explanation: The guilt possessed by sentient beings is specifically due to an evil mind, not due to knowing killing. If there is no evil mind, even though one knows killing, one is without guilt. The Buddha now points strictly to the aspect of the meaning of knowing killing; that is why he says it is absent. Instructing killing with an evil mind is not [said to be] without guilt here; therefore, below, the Tathāgata separately teaches its eradication. In adducing a metaphor as an analogy, it first adduces the metaphor: just as a person who knows wine does not get drunk if he does not drink it, and just as one who knows fire is not burned if he does not touch it. Below, it compares this to the king: "The king is also like this; although he knows killing," if he has no intention to kill, how could he have guilt?
