The above having finished raising them, next comes the explanation. The words "Why is this?" question what preceded to introduce what follows: since these are able to sever the afflictions of the three realms, why are they not great? Below, it explains in response. "Afflictions arise again" explains why the severing of fetters by ordinary persons mentioned above is not great: because they cannot be permanently exhausted, it is not great. From "Because there are residual impressions..." downward explains why the severing of fetters by śrāvakas mentioned above is not great, explaining it through four meanings: 1. because residual fetters are not yet exhausted, it is not great; 2. because they are deluded about sameness and grasp at difference, it is not great; 3. because they are deluded about difference and grasp at sameness, it is not great; 4. because what is attained is not permanence, bliss, self, and purity, it is not great.
