Fourth, from 'there may be heavy' below, extensively clarifying that the substance of karma has determinate and indeterminate [types], completing the second [point] above. In this there are four: First, clarifying that karma is indeterminate, either heavy becoming light or light becoming heavy. Second, from 'not all' below, distinguishing according to persons: not all persons' karma is indeterminate, but only the foolish and the wise; if there is a foolish person, light karma becomes heavy, and if there is a wise person, heavy karma becomes light. Third, from 'therefore one should know not all' below, manifesting the first [point] above about light and heavy mutually becoming each other: not all karma determinately attains fruit, so heavy becomes light; nor is it that none is attained, so light becomes heavy. Fourth, from 'in all places there are generally two' below, manifesting the second [point] above, only the foolish and the wise. 'There are two' adduces the number; 'foolish and wise' lists the names. Below it names these two transforming karma differently: through the power of wisdom, a wise person causes extremely heavy karma of hell to be experienced lightly in the present life; through the power of wrong views, a foolish person causes light karma of the present life to be experienced heavily in hell.
