"What is meant by non-arising non-arising?" questions the second clause. "This Mahāparinirvāṇa has no characteristic of arising": the quiescent essence of nirvāṇa is one "non-arising"; and further, not being produced by the characteristic of arising is the second "non-arising." From "this is called" downward concludes. Herein, it does not intend to clarify the dharma of nirvāṇa [itself]; it clarifies the non-arising non-arising of the body of birth and death with reference to the dharma of nirvāṇa. One must attain nirvāṇa before one can attain non-arising non-arising; hence it discusses it in this manner.
