From "Once in the past, at one time" below, this is the thirteenth debate, on whether there is unmanifest matter or no unmanifest matter. The Sarvāstivādins definitively say that the unmanifest is matter; the *Tattvasiddhi-śāstra* and the Dharmaguptakas definitively say that the unmanifest is non-matter; the Mahāsāṃghikas generally say that the unmanifest cannot be spoken of as either matter or non-matter. In the text, it first clings to it being matter. As for "not being the cause or effect of another matter": "another matter" refers to the mind. It means that the unmanifest does not serve as a cause for the mind, nor does it serve as an effect of the mind; therefore, one knows it is matter. Héxī says: it does not produce other matter. The text also has two parts: first clarifying that it exists, and next clarifying that it does not exist.
