From "Furthermore, good man, just as in the past I" onward is the second chapter, in which the Buddha himself presents a verse, comprising three [parts]: (1) the Buddha presents the verse, (2) Mañjuśrī raises a verse to cross-examine the Buddha's verse, and (3) the Tathāgata explains. The first passage is clear. Next, in Mañjuśrī's cross-examination, where it mentions the vaipulya āgamas: āgama translates as "refuge of dharma," that whereto all dharmas return. Āgama applies to both Small and Great: the Small is simply called āgama, while the Great adds vaipulya. Third, from "The Buddha said" onward is the Buddha's explanation.
