贊曰。第二勸行也。且論持戒，不論餘業，舉其極小一日至七日亦得往生，何況多年多生修行。以一切善十善攝盡，故思念之。行據重者，名十善道。

The Commentary says: Second is encouraging practice. For now, it discusses upholding the precepts without discussing other practices, citing the bare minimum of one day to seven days to show that one can also attain rebirth, how much more so for cultivation over many years and many lifetimes! Because all wholesome deeds are completely subsumed under the ten wholesome actions, one contemplates them. Practice is based on the grave ones, which are called the ten wholesome courses of action.
