The commentary says: This clarifies those who do not aspire to be born [there]. For those whose karmic power is not yet complete, they will also give rise to the mind of awakening at the three assemblies under the dragon-flower [tree]. For those earlier who aspired to be born [there] and completed the karma of the three grades, they will all attain the Way at the three assemblies under the dragon-flower [tree]; here they merely give rise to the mind [of awakening], which is how they differ. The second fascicle of the Bodhisattvagarbha Sūtra says: 'You are born in a country of joy, which is not like the suffering of my country. For you to preach the Dharma is very easy; for me to preach the Dharma is very difficult. At the first preaching there will be ninety-six [crores], those who received my five precepts; next there will be ninety-four [crores], those who received and upheld the three refuges; later there will be ninety-two [crores], those who even once recited "Namo Buddhāya".' In reality, the upper grade of rebirth requires cultivating the six practices. That sūtra only speaks of receiving my five precepts. Those delivered at the first assembly are merely practitioners cultivating one among the six whose deportment is flawless, since the upper and lower levels within the upper grade of birth each involve only one practice. Those delivered at the second assembly through receiving and upholding the three refuges are born in the upper-middle grade among the three middle grades, because they possess the three karmas. Those delivered at the third assembly through reciting 'Namo Buddhāya' once are subsumed under the lowest-low grade of the three lower grades, because it is merely oral recitation. That sūtra merely cites one from each of the three, practiced by common folk, without fully demonstrating them; thus they do not contradict each other.
