The Commentary says: Fourth, Śākya's own statement. Wishing to make clear that the prophecy is not hollow, therefore the transformation Buddhas now speak in unison. As when expounding the Lotus [Sūtra], the Able Sage's own statement still feared others' doubts, so the Prabhutaratna Stūpa welled up to bear witness before it became clear. Now it is also like this: not only do I speak, but the transformation Buddhas proclaim in unison, wishing to cause Maitreya to deeply realize and understand. The Buddha, with the two retentions of Dharma and meaning, broadly proclaimed the teachings and principles, hence with a single sound expounded ten billion of them. Containing the broad within the brief is called 'comprehensive retention'.
