The Commentary says: Second is descending with [him]. The bond between father and son naturally elicits a response; when a tiger roars, the wind arises—what doubt could there be about this matter? Those whose six practices are fulfilled, whose three karmas are perfected, and who are reborn there in the highest grade will hear the Dharma at the first assembly as he descends.
