The Commentary says: Third is attaining rebirth. Having broken precepts and committed evil, repenting, taking refuge, becoming pure, hearing the name, and cultivating practice, when life is about to end, the Bodhisattva emits the wondrous light of the white ūrṇā to extinguish their darkness of sin, and rains down the splendid colours of gorgeous flowers to nourish their seeds of the Path. The Buddha and devas coming to welcome them manifests the depth of his compassion. Attaining rebirth in an instant reveals the excellence of their karma. Herein there are three: repenting, fashioning images, making offerings, bowing down, and keeping him in mind is rebirth in the higher of the lower grade; repenting, fashioning images, making offerings, and bowing down, without constantly keeping him in mind, is rebirth in the middle of the lower grade; merely repenting, fashioning images, and making offerings, without constantly bowing down or always keeping him in mind, is rebirth in the lower of the lower grade. Although taking refuge and repenting causes transgressions to be erased, if one does not fashion images, make offerings, bow down, and so forth, or merely fashions images, or merely makes offerings, or merely bows down, or merely keeps him in mind, or utters the name once, this is also the lowest of the lower grade. Even if it is said they are not born there, they will still attain liberation within the three assemblies.
