The commentary says: Below, the Buddha prophesies their rebirth. You and future practitioners of the lower grade, even if invoking Maitreya's name for a single thought-moment, will all attain birth there; how much more so will those able to cultivate merit and uphold the precepts of the upper grade not be born? This is because those of the three vehicles and the five vehicles are all delivered.
