2.23

The Commentary says: Third, the practice and vows were all identical. Although the above already spoke generally of all the devas, the compilers [of the canon] feared doubt might arise, supposing that in making the offering the devas made the vow only once. Now it shows that the practice encompassed everyone and the vows were likewise universally identical, because the aspects of cultivating causes through the three karmas were all equal.
