Regarding the first, the persons cultivating the causes, there are three types: first, bodhisattvas; second, [followers of] the two vehicles; third, ordinary people. First, regarding bodhisattvas, one says: from the first arousal of the mind up to the Cloud of Dharma [bhūmi]. This meaning is not so, because from the eighth bhūmi and above, one is forever separated from portioned [birth and death], and definitely does not take birth in Tuṣita heaven. Therefore, it is now explained: from the stage of adhimukticaryā up to the Dūraṅgamā bhūmi, for the sake of making offerings to the bodhisattva bound to one [more] birth and for the sake of hearing the Dharma to plant good roots, they take birth in that heaven. Next, regarding [followers of] the two vehicles: those who arouse the mind to seek the path of the two vehicles but whose provisions are not yet complete, in their present bodies hearing of the extremely wondrous and joyful affairs of Tuṣita heaven and hearing Maitreya's name, out of admiration and joy dedicate their minds and make vows, attaining rebirth. Lastly, regarding ordinary people: there are sentient beings who, although receiving the prohibitory precepts, are unable to protect and uphold them and create manifold evil karmas, but upon hearing Maitreya's name, repent their transgressions, make vows, and attain rebirth.
