Where the sūtra states, "Having made these vows," onward: second, this explains the fulfillment of the vows. Within this there are five parts: first, making the palaces; second, making the parks; third, making the seats; fourth, making the pillars; and fifth, the celestial palaces and devīs sharing the same gemlike colors. This is the first.
"Vaidūrya" means an azure-blue color. "Sphatika" means a red color. By setting the pearls on their foreheads with azure-blue and red as the foremost, all the other various colors are fully provided. "Deep blue-black" (gàn): the Shuowen says it is silk dyed blue; here it refers to purple-black. "Mani" is a blue pearl that contains a red hue. The "forty-nine tiers" signify Maitreya's surpassing of the forty minds and the previous nine grounds beginning with the first ground, with his present trace residing on the tenth [ground]. The "nine hundred million devaputras" signify the ability to transcend the nine grades of causal stages. However, at the time of skillful means, due to the maturation of the five faculties such as faith, it speaks of "five hundred million devīs."
Regarding the "four great vows," the Seven Buddhas Sūtra states: "First, to ferry over all sentient beings universally, like a bridge and a boat. Second, to encompass the myriad things universally, like the great void. Third, I vow that my body be like a medicinal tree, so that those who hear of it have all their afflictions and sufferings removed. Fourth, I vow that when I attain buddhahood, the sentient beings delivered will be like the sands of the Ganges." The Bodhisaṃbhāraśāstra states: "First, to cause those who have not crossed over to cross over; second, to cause those who are not liberated to be liberated; third, to cause those who have not gained relief to gain relief; fourth, to cause those who are not tranquil to become tranquil." Although these two texts differ, they are distinct names within a single meaning, so they do not contradict one another.
"Producing the aspiration for the unsurpassed path" means producing the Mahāyāna mind. There are seven causes and conditions, as the Dharmamudrā Sūtra states: "Generating bodhicitta has seven causes: first, teaching by the Buddhas; second, seeing the Dharma about to disappear; third, giving rise to great compassion among sentient beings; fourth, teaching by bodhisattvas; fifth, on account of giving; sixth, for the sake of awakening others; and seventh, hearing of the Buddha's thirty-two marks and eighty minor signs." Among these seven, those who generate bodhicitta under the first three are true bodhisattvas, capable of protecting the true Dharma and swiftly realizing unsurpassed awakening; those who generate it under the remaining four are not true bodhisattvas, unable to protect and uphold the true Dharma of the Buddhas, yet still desiring swiftly to realize unsurpassed awakening. Here, the mention of generating the mind is due to the teaching of the Bodhisattva Maitreya, so it is not the authentic kind.
