Where the sūtra states, "The Buddha told Upāli: 'If there are,'" onward: third, this concludes by encouraging rebirth there. Although persons born there are immeasurable, there are roughly three classes: First, those who rely on an excellent basis in order to cultivate marvelous practices; those who do not despise saṃsāra are able to be born in that heaven, unlike the two vehicles who despise the suffering of saṃsāra. Second, those who love and revere the unsurpassed bodhicitta are able to be born in that heaven in order to hear the great Dharma expounded by Maitreya, unlike those who delight in inferior fruits. Third, those who wish to become disciples of Maitreya. Those who are born in that heaven cultivate five causes: first, upholding the five precepts; second, upholding the eight precepts; third, upholding the complete precepts—that is, the precepts of the five renunciant assemblies are collectively called complete precepts, because the novice precepts also approximate the full precepts; fourth, bodily and mental vigor without seeking to sever the defilements; and fifth, cultivating the ten virtuous actions. When cultivating these five causes in this manner, only by truly contemplating one by one the supreme and marvelous delights of that heaven, dedicating merit, and making vows, will one be able to be born there.
