[Kumāra]jīva says: Mentioning that they came from other sets of four continents clarifies the Brahma kings on the basis of this set of four continents. Furthermore, there are two kinds of devas: first, terrestrial devas; second, celestial devas. Śakra resides at the summit of Mount Sumeru, which makes him a terrestrial deva, and he is also lord of the earth. Mentioning Śakra encompasses all terrestrial devas; mentioning the Brahma Kings completely encompasses all celestial devas. Furthermore, Śakra attained the path-trace (srotāpanna), and the Brahma Kings attained non-returning (anāgāmin); they constantly come to listen to the Dharma, which is known to all. Therefore, the preface of the sūtra presents those known to the multitude as witnesses to the assembly. Furthermore, all sentient beings honor and serve the Brahma devas; when the ones they revere come, one knows that the rest of the people will certainly arrive.
