肇曰：一佛土有百億四天下，一四天下各有釋梵，故言餘。亦或從他方佛土來。

[Seng]zhao says: One buddha-land has ten billion sets of four continents, and each set of four continents has its own Śakras and Brahmas; hence it says 'other'. Alternatively, they may have come from buddha-lands in other regions.
