肇曰：淨土必由眾生，譬立宮必因地。無地無眾生，宮土無以成。二乘澄神虛無，不因眾生，故無淨土也。生曰：非無眾生也。

[Seng]zhao says: A pure land must depend on sentient beings, just as erecting a palace must depend on the earth. Without earth and without sentient beings, the palace and the land cannot be completed. The two vehicles settle their spirits in emptiness and non-being and do not depend on sentient beings, so they have no pure land. [Dao]sheng says: It is not that there are no sentient beings.
