什曰：持戒獨言滿願者，戒是難行，亦兼攝眾善，故所願滿也。肇曰：十善，菩薩戒也，亦有無量戒，略舉十耳。戒具則無願不得，故言滿也。

[Kumāra]jīva says: Upholding the precepts alone speaks of fulfilling vows because precepts are difficult to practice and also encompass all goods; hence their vows are fulfilled. [Seng]zhao says: The ten wholesome deeds are the bodhisattva precepts; there are also immeasurable precepts, of which ten are briefly mentioned. When the precepts are complete, there is no vow that is not attained; hence it says 'fulfill.'
