肇曰：苦，八苦也，亦有無量苦。惱，九惱也，亦有無量惱。病，四百四病。此苦之義也。

[Seng]zhao says: 'Suffering' refers to the eight sufferings, and also to immeasurable sufferings. 'Vexation' refers to the nine vexations, and also to immeasurable vexations. 'Diseases' refers to the four hundred and four diseases. This is the meaning of suffering.
