2.25

什曰：初發心之時，其願未大或大而未成，大而成者唯法忍菩薩也。如無量壽四十八願，是大願之類也。肇曰：大願，將無量壽願比也。

[Kumāra]jīva says: At the time of first generating the mind [for awakening], one's vows are not yet great, or they are great but not yet fulfilled; those that are great and fulfilled belong only to bodhisattvas of the Dharma-forbearance. Such as the forty-eight vows of Amitāyus—these belong to the category of great vows. [Seng]zhao says: Great vows are compared to the vows of Amitāyus.
